I think the protocol here is the tower needs to call the eagle. It's in the FAR's somewhere. (federal Audubon regs). And if it isn't, that needs to be corrected. ;-)

Those birds are stunning. More than once now, in Central FL the dogs will be chasing squirrels...and as sudden as can be an eagle swoops in and leaves with the squirrel! The dogs are simply dumbfounded, I am amazed every time (five now, almost six).
