Well, admittedly in the story, the SWA thing at LAG accounted for about a dozen of them. While in times past, the number of flights just kept growing until it reached a breaking point of overwhelming ATC. That's when this law passed. The number of flights has been cut back to the point where they can pretty much be handled, BUT, the problem, for those few that can't get slotted and go, or wx hits, or whatever, especially at a hub or busy airport, is no gate to bring them back to and then if it is, say wx, and there is a bad backup, ATC is going to slot them out FCFS and if you are deplaned and in the terminal, you are not ready to go, so it is a catch 22.
