Neil: This aircraft was built new for the Wyoming Air Guard in 1993 as a C130 H3. Looks like it had some upgrades to its power plants. The MAFFS dissemination nozzle is mounted in the left paratroop door.

The 130 is probably involved with the Forest Service MAFFS program. Modular Airborne Fire Fighting Systems are portable fire retardant delivery systems that can be inserted into military C130 without major structural modifications to convert them into air tankers when needed and can drop 3000 gallons. Been around since the 1970s. The planes are marked with an orange temporary paint for higher visibility.
