Diana, yes the planes are in state Air National Guard units, but they belong to the Air Force. We couldn’t afford to keep all Fighter/Tanker/etc... units on Active Duty as it costs less to employ Guard/Reserve units than it does regular Active Air Force units. In event of an emergency or conflict like Desert Shield/Desert Storm, they can be “activated” for Federal duty overseas.
Many Guard/Reserve pilots are civilian airline pilots (who are probably happy to have flying opportunities (& a paycheck coming in) during the Covid pandemic...besides, if you’re a pilot you love to fly anything except a desk) & other Guard/Reserve members have civilian jobs on the outside
This country couldn’t respond to any crisis w/out the Guard/Reserve assets. After Vietnam, a lot of military assets/occupations were moved to the Guard/Reserve so any conflict after VN would have to involve the people of America.
There are enough things going on that even w/Guard/Reserve tankers, the military had to hire a civilian company, Omega Air Refueling; to provide air to air refueling assets w/707’s & DC-10’s.
