This guy has just assured that no one will ever be able to do that again. They'll be using a different aircraft or it will be painted in some other colors, fly at night, something. The Secret Service pays attention to stuff like this.

Much more difficult than you think. I fly combat with radio controlled aircraft. We often fly a complete round without even a single "cut" and we are each towing 30ft streamers. And, that's with 10 aircraft per round.

Never happen. Most of them are home built. Many use cell phones for GPS, mapping. Are you going to ban all cell phones, too?

Most drones are built by the owners from readily available parts. Motors, props, available anywhere. 3D print a frame. Buy or breadboard your own electronics. You could only mandate manufacturers to add transponders.

Most of the drones of that type are GPS directed. They're not using any frequency that could be disrupted without disrupting all GPS related information in the area. They are pre-programmed, launched, perform their "mission" and return to wherever they are told without any radio communication.

Most of them don't have telemetry. The larger, more expensive ones do but the pilots I know seldom look at that number since the resolution on their cameras determine the altitude they need to be at to get a clear image. You don't see much detail from them at altitude. Our flying field is 3.5 miles from the local airport, we have a MOU with them, and we always use spotters when a pilot is flying FPV. Unfortunately, ANYBODY can buy one of these things, with no training or understanding of safety or regulation and that is where the problems come in.

No drone I know of could ever stand a chance of entering the rotor wash of a helicopter. The best "evasive maneuver" I can think of is to hold your hover and let the thing get blown into the ground.
