I applied to Navy ROTC. FBI was all over my neighborhood. Did a good job scaring everybody. But that's their job. My only crime was listening to a naval recruiter. Big deal.
This problem is known by NTSB and FAA. Everybody follows the rules and is dead right. After the investigation. it will be called "pilot error." and life will go on.
Actual altitude separation could be 600 feet and legal. Both aircraft are 200 feet off assign altitude. Seen this as a center controller and my IFR Check ride.
"For more than five years" That tells me he has been in job way too long. He needs a break. My experience was Viet Nam 68-69 with M-16. I don't care if its a hand weapon to a nuclear weapon. Continue action robs you of your life. Poor management.
