Nope, The NTSB defines an incident as an occurrence other than an accident, associated with the operation of an aircraft, which affects or could affect the safety of operations.
Most incidents do not need to be reported to the NTSB, unless it is a "serious incident" that must be reported. (Basically aircraft control issues, or damage of property other than the aircraft exceeding $25000)
