Why can’t people construct a sentence which conveys the facts accurately. The headline writer got it right. The first sentence is terrible. It would lead one to believe that only ~15% of March 2019’s cargo flew in March 2020. I guess editors are too pricey to employ. Luckily there’s a table of statistics to clarify things. They could save more money by ditching the story writer and just having the headline writer and the table.
