I like Cebu Pacific for nice equipment, nice staff, however, safety record is not so good.
What really dings my radome about them is their marketing. They advertise this flight from MNL-GUM for $40 all in, but when you get to the window to pay it is $152! Then they add for luggage, meal, insurance, and a hotel room if they can get it. They also stuff-a-bus with as many seats that will fit. Not too awful for domestic flights that are seldom more than an hour, but to HNL you might suffer DVT.
